Jacqueline Downey is the Instructional Leadership Executive Director in Highline Public Schools.

Previously, Jacqueline was the Principal of Evergreen High School in Highline Public Schools. In this role, she oversaw the merging of three small schools into a comprehensive high school. In doing so, she has established partnerships with four colleges/universities to increase dual credit opportunities on campus. She also founded the district’s first Spanish Dual Language and Heritage language program in Somali and Vietnamese at the high school level. As a result, the high school graduation rate is consistently near 90% and the postsecondary direct enrollment rate increased by 32% since the new Evergreen High School was established in 2018.

Jacqueline holds an M.A. in Curriculum and Instruction from the University of Colorado with a focus on secondary literacy, her principal certificate from the Danforth Educational Leadership Program at the University of Washington, and a B.A. in Sociology and Music from Whitman College.
