Dr. Babetta Hemphill serves as the Executive Director of Student Services and School Choice for the Garland Independent School District, a district of 58,000 students in Texas.

Her department’s responsibilities include the district attendance policy, procedures, accounting, school choice, translation interpretation services, and dyslexia. She has worked in the district since 2005. Previously, as director, she worked to improve the provision of services to students who struggle academically and/or behaviorally, and her department now includes the responsibilities of student relations and discipline. The dyslexia division has expanded to identify and serve 150% more students since being moved to Student Services. Prior to working in Garland ISD, Babetta served as an area coordinator, literacy coach, and bilingual elementary teacher in the Dallas Independent School District.

Babetta holds a B.A. in Spanish from Wake Forest University, an M.Ed. from Texas A&M University at Commerce, and a Ph.D. in Education Administration from The University of Texas at Austin, where she was a Cooperative Superintendency Fellow.
